Problem

You see the following error when you try to open EEFF/FRP-encrypted PDF files using Adobe Reader 10.x and later:

There was an error opening this document. Access denied

Cause

Acrobat Reader 10.x includes a new Protected Mode feature (enabled by default) to prevent security vulnerabilities.

For more information about Adobe Reader Protected Mode, see http://kb2.adobe.com/cps/860/cpsid_86063.html.

Solution

Open a support case with Adobe at http://www.adobe.com and request additional investigation.

In the interim, implement the following workaround.

Workaround

Disable Protected Mode in Adobe Reader 10:
  1. Click Edit, Preferences, General.
  2. In the left pane, deselect Enable Protected Mode At Startup.
  3. Close and re-open Adobe Reader.
Disable Protected Mode in Adobe Reader 11:
  1. Click Edit, Preferences, Security (Enhanced).
  2. In the right pane, deselect Enable Protected Mode At startup.
  3. Close and re-open Adobe Reader.
