Summary
After upgrading from MSMS 3.0 to MSMS 3.5, obsolete file category names are removed.
If the file category filtering contains a Primary or Secondary table in MSME 3.0, those tables are migrated after upgrading to MSMS 3.5.

Policy Upgrade in Standalone Installation (SI)
During a product upgrade to MSMS 3.5, the installer manages the product configuration upgrade of both obsolete subcategories and secondary subcategory groupings.
After an upgrade, an HTML report is generated describing what changes were made to the policy. The report is generated at the bin folder in the Product installation directory for Standalone upgrades.

As in the example above, if there is a change in the actions for the File Filter rules, when it is migrated, the higher order action between the rules is retained.
In this example, Prevent upload\download is of higher order than Allow Through. Therefore, the action is changed to Prevent upload\download.

Higher order action is retained in On-Access - Master Policy.
