Problem

Applications fail to run after installing the Microsoft Patch MS15-111, MS15-115, or both. This issue affects script interpreter processes, such as cmd.exe, cscript.exe, powershell.exe, among others.
 
NOTE: The issue could also be caused by other Microsoft or superseded patches.
 
Example of the startup error:
 
cmd.exe- Application Error -- The application was unable to start correctly (0xc0000018)

Solution

This issue is resolved in MAC/MCC 6.1.3 Hotfix 13 and MAC/MCC 6.2.0 Hotfix 7.

NOTE: You need a valid Grant Number for access. KB56057 provides additional information about the Product Downloads site, and alternate locations for some products.

Workaround

This issue must be resolved after a reboot. If the issue persists after rebooting, disable the script as updater (SAU), memory protection (MP), and self-approval features:
  • For standalone deployments, run the following commands from the command-line interface:
    • sadmin features disable sau
    • sadmin features disable mp
    • sadmin features disable self-approval
     
  • For ePO managed deployments, create an SC: Run Commands client task with the following arguments:
    • features disable sau
    • features disable mp
    • features disable self-approval
NOTES:
  • A reboot is required to disable the features.
  • You might need to switch to Disabled mode to disable the features and allow applications to run on the system.
