Cannot Open File (Outlook error when attempting to open PDF email attachments)

Problem

When attempting to open PDF email attachments, errors similar to the following display:
Cannot open file: C:\users\\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.Ou.... The file may not exist, you may not have permission to open itm or it may be open in another program. Right-click the folder and then click the Properties to check your permissions for the folder

We can't open 'C:\users\
\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content....' It's possible the file is already open, or you don't have permissions to open it.
This error is intermittently encountered when attempting to open PDF attachments in Outlook when the TIE Module for VSE is installed.

Cause

The issue is timing-related; more than one application is attempting to have the file open simultaneously (sharing violation). The way VSE handles the file does not change whether the error occurs or not.

Procmon data has shown that an open file that closes in less than 0.0002 of a second is still enough to provoke the observed behavior.

Solution

This issue is resolved in TIEm for VSE 1.0.1.140.
