Installation failure when dependent services are disabled

Environment

Application and Change Control 8.x, 7.x, 6.x

Problem 1

ENS and Host IPS fail to install on Windows 10 or Windows Server 2016 systems. You see one or more of the following errors in the installation log, Event Trace Log (ETL), or both:

ERROR: Failed to copy inf file C:\Program Files (x86)\McAfee\Host Intrusion Prevention\vscore\HIP8_15_5_0\x64\mfenlfk.inf, err=13
Failed to copy inf file, hr=8007000d
Catalog File: mfenlfk.cat
Failed to call to import driver package. Error = 0x0000000D
Failed to import driver package into driver store

Problem 2

Products that contain SysCore components fail to install. You see one or more of the following errors in the installation log, Event Trace Log (ETL), or both:

CNdisInstaller::GetINetCfg - Unable to Initialize mpNetCfg 800106d9!
CNdisInstaller::GetINetCfg - FAILED 800106d9!
Failed to get INetCfg, hr=800106d9

Cause

The installation fails if the following services are set to Disabled. The installation processes use these services:

Device Install Service
Network Setup Service
System Events Broker

Solution

Confirm that the Device Install Service, Network Setup Service, and System Events Broker services aren’t set to Disabled:

Open the Service Control Manager (SCM) Services window.
Make sure that the Startup type for Device Install Service isn’t set to Disabled.
Make sure that the Startup type for Network Setup Service isn’t set to Disabled.
Make sure that the Startup type for System Events Broker isn’t set to Disabled.
Relaunch the installation.
If the installation still fails with the same symptoms, change the Startup type for Device Install Service to Manual (Trigger Start).
If the installation still fails with the same symptoms, change the Startup type for Network Setup Service to Manual (Trigger Start).
If the installation still fails with the same symptoms, change the Startup type for System Events Broker to Automatic (Trigger Start).
Relaunch the installation, collect Minimum Escalation Requirements (MER) files, and then contact Technical Support. Include this article number in your Service Request.

- If you are a registered user, type your User ID and Password, and then click Log In.
- If you are not a registered user, click Register and complete the fields. Your password and instructions are emailed to you.
