The Welcome activation emails aren’t sent to new users when the tenant has an IDentity Provider (IDP) or Single Sign-On (SSO) configuration applied.

When a new user is invited to a tenant, the default IDP or SSO status for the user is set to non-exempt.

Users who are non-exempt are expected to log on via an IDP or SSO interface. This method of sign-on doesn’t require an MVISION password. So it isn’t required to send the welcome activation email to the user. The user can instead log on to the MVISION console via IDP or SSO imitated sign-on.
